Historically, the constitution of the United Supreme Council, 33°, Ancient and Accepted Scottish Rite, Southern Jurisdiction, U.S.A., Prince Hall Affiliation mandates the existence of a Council of Deliberation within each territory or state under the Southern Jurisdiction’s authority (Louis W. Roy Sr., Council of Deliberation, 1992).
The earliest estimation on the Orient of Washington D.C. records appeared in Jonathan Davis Consistory No. 1’s balusters on Monday, May 23, 1921. Under the sponsorship of Illustrious Arthur J. Smith, Commander-In-Chief, who asked for the formation of a Council of Deliberation, to which the members present agreed. No other records or documentation identified archived information concerning the Council of Deliberation in Washington, D.C, until approximately 1959 (Louis W. Roy Sr., Council of Deliberation, 1992).
In his May 31, 1959, final address as Deputy of Washington D.C., Sovereign Grand Inspector General Louis W. Roy Sr., acknowledges, “By the grace of the Sovereign Grand Commander of the Universe, we can assemble as a Council of Deliberation to discuss matters about the Rite and the good and welfare of Masonry in general.” The excerpt from SGIG Aubrey E. Ballard states. However, there is no specified date of inception; it appears the Council was officially started with the election of Illustrious Hugh D. Kirksey, Sr., as its “first” First Lieutenant Commander of the Council of Deliberation in 1961 (Louis W. Roy Sr., Council of Deliberation, 1992).
Illustrious Louis W. Roy Sr passed away on December 29, 1962. It is later assumed that during the 1963 Convocation, it was decided and adopted that the council is named the Louis W. Roy Sr., Council of Deliberation. (Louis W. Roy Sr., Council of Deliberation, 1992).
